         Automated and Manual
         --------------------

The hooks here go a long way toward automated refereeing of a PE
game. However there are a number of holes and things that are not
implemented.

Certain Empire constants have no orders for changing. The PE
determination level, base government type and name, particularly.
The best solution is, if the player wishes to change these, that
they indicate so in the text of their mail. The referee can then
make these changes by hand.

DO NOT change the aliegence codes. Yes, P0, P1, ... PF are rather
boring codes, but they are easily understood by the computer. The
software will break if you change them.

Family support, and the anciliary things like marriage and alliegences
is not supported. This is a vital part of a living, breathing PE
campaign (and I wrote that bit :-) but was too hard to add in the
computer support.

Other such things, like yearly or decade drift is also not supported.
Basically any rule that required you to note something down to remember
in alter turns in not applied. (I suspect a lot of referees also drop
them due to the management headaches.)

Warfare is _very_ abstract. No individual units are represented, just
raw PE strength. But, in general the political offensives are much
cheaper and more effective anyway, and it is more the flavour of
M0, which is based on economics, not warfare.

Many tasks are also slightly changed. Exceptional successes and failures
are not implemented. Offensives either succeede, and the world is
taken, or fail, and nothing happens. Any task that takes more than
one turn, and survey tasks, automatically suceede when the full price
is paid.
