             Honesty and Fair Play
             ---------------------

Well, we all know its a game, right? There is no fun in winning if you
cheat. Even if "the system" is against you. This is important to
acknowledge amongst all players at the start. There are a plethora of
ways to cheat in this system.

The computer won't stop you making multiple orders. You can always
edit the order files anyway. Registering 1000 Political Offensive,
costing .01 RU each, is legal, by the rules, but hardly in the spirit
of the game.

Also, the computer just collates and processes. An unscrupulous player
could actually send in an order for another player's empire without
too much difficulty.

Additionally multi-turn orders remain in the order file and the
cost clock counts down the final cost. The turn processing code does
not always check that proper values are there but relies on the
turn writing code. Bad people could edit them to reduce the cost
of certain actions.

More signifcantly, the computer does not check for "range of operation"
information. Ie. if you want to launch a Media Offensive on a planet
several sectors from your Pocket Empire, nothing will stop you. It is
computationally difficult to do that sort of distance measurement
the way the galactic data is constructed. Both referees and players
should take note and make sure they keep their operations within the
defined limits.

All in all, if everyone is committed to honesty, this really shouldn't
be a problem. None of these are much hassle if people just follow the
rules and common sense.
