              Condiersation Toward Running Pocket Empires
              -------------------------------------------

These extensions to Galactic are devised to help moderate a Play-by
eMail game of Pocket Empires. Up to sixteen empires are supported.
They may also be used to play Pocket Empires solo, or to generate,
using the Pocket Empire rules, interest and depth to your system.

The following general steps should be followed by a referee in
managing a game.

1) Begining of turn.
  a) The referee should issue a Disperse Orders from the PE
subsector menu. This redistributes all world related orders
     to their respective worlds.
  b) The referee should ZIP up the galaxy directory (-rP !)
  c) The referee either mails this to all respective parties, or
else posts the data in a public place and just informs the
players that a new turn is available. The players should also
be informed when their orders are due back in.

2) Players turn
  a) Players receive and unzip (-d !) the data file into their own
     directory.
  b) They should examine their REPORTS.TXT file to see how their
orders were actioned. They might also examine their opponent's
REPORTS.TXT to see what they were up to.
  c) The player should review their planets and borders. They can
log orders from the PE world menu.
  d) E-mail might be conducted with other players to negotiate.
  e) When they have registered all their orders, they should do a
Collate Orders from the PE subector menu. This gathers all their
orders together into a ORDERS.TXT file in their sub-directory of
     the GEN directory.
  f) The ORDERS.TXT file should be e-mailed to the referee along with
     any other comment necessary.

3) End of turn
  a) The Referee should take all the players ORDERS.TXT files that
have been e-mailed and place them in their requisite directories
     under GEN.
  b) The referee may vet these files to make sure they contain legal
orders if they feel it necessary.
  c) If the referee is running a NPC Pocket Empire they should enter
     their orders in now.
  d) It is wise for the referee to make a backup. Now would be a good
time. Take a disk, label it with the year, and zip up as for
     distributing a turn.
  e) The referee should bring up the PE Turn menu and proceed through
     each selection.
  f) When processed the referee should go back to 1, beginning of turn.

Both referees and players should really own copies of Pocket Empires.
Although much of the mechanics are encoded in the game (which is a
great relief as many of the written rules are just a little complicated),
none of the explanations or concepts are. A player without a rule book
will be much handicaped.
